Challenges and Priorities in Achieving the Sustainable Development Goals: A Multi-Scaled Global Analysis

Understanding the challenges and priorities in achieving the Sustainable Development Goals (SDGs) requires consideration of the complexity and diversity within the SDGs, addressing the unique geographic and economic conditions, and reliable and comprehensive data for performance-based evaluation.  While the SDGs Index and Dashboards are valuable tools for analyzing SDGs achievement, they present an incomplete framework without challenges and priorities that either hinder or increase the achievement potential.  From the economic perspective, the challenges such as governmental capacities, including organizational functions and financial resources to tackle barriers against SDGs, are crucial for developing countries facing a burden of budgeting, natural resources, and human capital.
